Former Electoral Commission of Zambia Director Dan Kalale has raised concerns over the announcement by Home Affairs Minister Davies Chama that prisoners will be allowed to vote in the August elections.
Last week, Home Affairs Minister Davies Mwila directed the ECZ to allow inmates with voters cards to vote in the forthcoming elections.

Mr Kalale said the opposition should open their eyes because the development is a clear red flag.
He accused the PF of introducing methods that even the ECZ is not aware about.

Mr Kalale also described ECZ Chairman Justice Essau Chulu as the most spineless Judge he has ever come across saying the man has no mind of his own.

Writing on his page, Mr Kalale said Justice Chulu in all details his clueless about the electoral process.

“For those that have not seen cluelessness in its physical form, just look at Essau Chulu and you would have seen it all,” Mr Kalale said.

He said under normal circumstances, the ECZ was the entity that was supposed to make the announcement about inmate being allowed to vote.

Mr Kalale said there was need for more public awareness of the change coupled with more information on the modalities of the new dimension in terms of the voting procedures.

“In any case, could it be desperation on the part of the PF government? Will the prisoners be taken to their polling stations or ECZ will create new polling stations in prison precincts by also spelling out safeguard measures put in place to counter possible manipulation?”
