MIHUD Minister Visits Prefabricated Housing Manufacturing Plant in the Lusaka Multi-Facility Economic Zone (LS-MFEZ).
Wednesday, 21st January 2026, the Minister of Infrastructure, Housing and Urban Development (MIHUD), Honourable Eng. Charles Milupi, MP, made a routine visit to the Prefabricated Housing Plant located in the Lusaka South Multi-Facility Economic Zone (LS-MFEZ). His visit was intended to check on the progress of the construction of the plant prior to its commissioning soon.

The prefab plant, which will operate under the name of Zambia National Shelter Green-Housing Production Limited, is a joint venture between the National Housing Authority (NHA) and China Jiangsu International Economic Cooperation Corporation Zambia Limited (CJIZ). This plant is poised to transform housing delivery in the country. The Minister and his delegation were welcomed by Senior CJIZ management and staff led by the Managing Director, Wang Shulin, of China Jiangsu International Scienergy Limited.

Speaking to Prime TV on-site, Hon. Milupi, who was accompanied by Acting Permanent Secretary Mr. Dennis Siampwizi, Senior Ministry officials, NHA Acting Chief Executive Officer Mr. Ernest Muleya, NHA senior management staff, and members of the press, noted with satisfaction that the plant was “almost a replica of what we saw in China” during a visit to that country. The Minister stated that panels produced were of high quality, unlike any other used before in Zambia, because they were reinforced, resulting in greater strength than ordinary blocks. He further said that the panels offered greater flexibility in configuration of rooms, cost, and speed of construction.

The Acting Chief Executive Officer of NHA, Mr. Ernest Muleya, concurred with the Minister and added that the plant was complete and production was underway. He also said that the prefabricated panels would help accelerate construction times in large-scale housing projects and address the challenges of availability and cost of building materials, especially in remote parts of the country.

Once operational, the plant will not only contribute to job creation but also to the reduction of the huge housing deficit, estimated at 1.5 million and expected to increase to 3 million by 2030. The prefabricated housing will be environmentally friendly, sustainable, and considerably reduce the housing delivery time and cost.
