The rationale for the establishment of the SADC-GMI was based on the importance of groundwater in the region and the need to set up a โ€œCentre of Excellenceโ€ for groundwater resources and groundwater-dependent ecosystems development and management in the region; and to have an institution that will serve as an interlocutor with national, regional and international groundwater initiatives and institutions.

A Historic Milestone: Strengthening Regional Integration through INMACOM

On Friday, June 5, 2026, South Africa hosted the inaugural Council of Ministers meeting of the Incomati and Maputo Watercourse Commission (INMACOM) at the Birchwood Hotel, Boksburg. This event marks a defining moment in the diplomatic and environmental history of South Africa, Eswatini, and Mozambique.

Building on decades of successful cooperation under the Tripartite Permanent Technical Committee (TPTC)--the foundation laid in 2021--this inaugural session represents a shift toward more robust, institutionalized governance.

By formalizing this partnership, the three Member States are committing to sustainable management, collaborative governance, and the shared goal of regional food and water security. Together, Eswatini, Mozambique and South Africa are ensuring these vital resources continue to support development and sustain life for generations to come. The meeting was attended by the Minister of Water and Sanitation, South Africa - Ms. Pemmy Majodina, Minister of Public Works, Housing and Water Resources, Mozambique, Mr. Fernando Rafael, Minister of Natural Resources in Eswatini, Prince Lonkhokhela, and the Deputy Minister of Water and Sanitation, South Africa - Mr David Mahlobo.

The Southern African Development Community Groundwater Management Institute as the Centre of Excellence in Sustainable Groundwater Management in the region was part of this monumental event.

Fostering a Climate-Resilient Africa through Transboundary Collaboration!

It has been an incredible week of knowledge exchange between the SADC Groundwater Management Institute (SADC-GMI) and the Nile Basin Initiative (NBI).

From Monday, 18 May, to today, 22 May 2026, our teams have been working closely to share expertise, best practices, and innovative strategies for sustainable groundwater management. Under our signed MOU, this partnership is a critical step in building water security across the continent.

By leveraging the collective experience of these two regions, we are strengthening our capacity to face the challenges of a changing climate and ensuring a more resilient future for Africa.
