SABS project is an initiative of the Government of Samoa supported by the Asian Development Bank (ADB) and co-funded by Australian Government to stimulate development of the agribusiness sector.

SABS will engage with any commercially viable and sustainable agribusiness enterprise which meets the eligibility criteria. the support package is tailored to each business and project according to a well-defined business and financing plan. Preference is given to projects which fulfill some or all of the following criteria:
- source raw material from Samoan farmers under outgrower or contract farming arrangements
- span the entire value chain from grower to end user
- add value to primary agricultural produce
- create job opportunities, especially in rural areas
- contribute to exports or import replacement
