When development funding is shrinking, knowing what works matters more than ever.
Yet new CGD research finds that rigorous evidence generation accounted for less than 1% of development aid spending between 2010 and 2025. And now, some of its biggest funders are disappearing or scaling back.
In a new analysis, Michelle Rao, David Gentili, and Markus Goldstein examine how nine major development donors have invested in evidence generation, and what recent aid cuts could mean for the future of research that helps shape effective development policies and programs.
Their findings raise an important question: As resources become more limited, how can donors ensure they're investing in approaches that deliver results?
