This time last year, Rajean Paulus was living in an RV on family land. Struggling with Post-Traumatic Stress Disorder (PTSD) from her time serving in the National Guard, finding and holding a job was difficult for Rajean. But last December, when working with a case worker from the Minnesota Assistance Council for Veterans, Rajean learned about MPHA’s Veterans Affairs Supportive Housing Voucher (HUD-VASH) program.

Fast forward to March, the HUD-VASH voucher helped Rajean move into a new apartment with her youngest son. With stable and affordable housing, Rajean can focus on healing. In just a few months in her new place, she has seen an improvement in her relationship with her adult children and gained a deep sense of security she has never felt before.

The HUD-VASH program is a collaborative effort between the U.S. Department of Housing and Urban Development and U.S. Department of Veterans Affairs. The program provides housing and supportive services to homeless veterans by combining vouchers with case management and clinical services. For Rajean, this was the lifeline she needed.

We want to express our appreciation to the House Committee on Financial Services, under the bipartisan leadership of Chairman French Hill and Ranking Member Maxine Waters, for their approach to the House amendment of the 21st Century ROAD to Housing Act.

By opening the doors to hundreds of stakeholders, including the MTW Collaborative, our public housing industry partners, and our members, the Committee ensured that this legislation is rooted in the practical realities of the communities we serve to deliver a realistic, workable framework that can make an immediate difference.

The House amendment achieves this by:

🏠 Putting families first by expanding access to sustainable homeownership and enhancing affordability.
✂️ Cutting unnecessary barriers to new home construction to help boost housing supply.
✨ Modernizing HUD programs to ensure federal resources are utilized efficiently and effectively.
💰 Empowering local banks to more freely deploy funding directly into their neighborhoods.

When it comes to the critical housing issues of our time, we need solutions designed for the real world. The House version represents our best opportunity to create lasting, positive change.

We urge the Senate to take up and pass the House amendment.https://docs.house.gov/billsthisweek/20260518/HR6644_RES4_xml.pdf
