Conflicts over how to serve advanced learners have sparked headlines and lawsuits. Yet millions of capable students remain underserved. Supporters of traditional gifted-and-talented programs, magnet and exam schools, etc. square off against progressives who advocate dismantling these programs without providing effective strategies to support students who want advanced learning opportunities.

But there is a third way, and a handful of states and districts are already pursuing it.
