Tim Donovan, CEO of CCA, on Rural Wireless Advocacy, Capitol Hill, and AI Infrastructure | EP:15 03/17/2026

Sometimes the best conversations start the same way great ideas do, over a good glass of whiskey.

In the latest episode of Whiskey & Wireless brought to you by ClearSky Technologies, Competitive Carriers Association’s very own President & CEO, Tim Donovan, talks about the evolving wireless landscape, the power of competitive carriers, and the opportunities ahead for connectivity across the country.

But the conversation doesn’t stop there.

In just a few weeks, the industry will come together at CCA’s Mobility & Connectivity Show in Louisville, Kentucky, April 14-16, where the leaders, innovators, and partners shaping the future of communications service providers meet face-to-face to continue the dialogue.

CCA was pleased to welcome leading Members of the House Energy and Commerce Committee, including Communications and Technology Subcommittee Ranking Member Congresswoman Doris O. Matsui (D-CA) and Congressman Russell Fry (R-SC) as keynote speakers. Dozens of CCA members attended the event, then took to the Hill and met directly with lawmakers and key Congressional staff to discuss how Congress can support competitive carriers. Thank you to our members who attended CCA’s 2026 Capitol Hill Day!

CCA members urged Congress to preserve the Universal Service Fund (USF) that is crucial for maintaining and expanding networks in high-cost, hard-to-serve areas, along with the need for more accurate mobile maps, and 5G service thresholds that better reflect current industry standards.

Members also emphasized the importance of spectrum access in rural America and for Congress to do more to promote equitable access and competition for smaller and rural carriers to have a fair opportunity to compete and win licenses at auction.

Members also highlighted infrastructure deployment barriers, the IP transition, the need for oversight and transparency, competition, and interoperability during the FirstNet reauthorization process.

All CCA members can engage on these policy issues throughout the year by joining our Washington Representatives Group and working with us to collaborate and advocate with Congress, the FCC, and various Administration agencies directly. Policy discussions will continue on these and other issues at CCA’s Mobility & Connectivity Show in Louisville, Kentucky, April 14-16, 2026.

CCA also filed comments in the FCC’s UMFUS proceeding urging the FCC to modernize the upper microwave flexible use service framework.
