Considering your in ground spa is in fairly good condition and the plaster isn't cracked your leak may be coming from the jets.
Over time the plaster surrounding the jet assembly begins to loosen. Possible causes; jet vibration, shifting/movement (yes in ground spas can shift), and in rare cases the jet or pvc pipe and fittings crack.
