California ban on lawn watering and fines for doing it, get closer
California's Assembly Bill 1572 (AB 1572) prohibits using potable water on "nonfunctional turf"—decorative grass in commercial, industrial, HOA, and government areas that isn't used for recreation—with compliance deadlines phasing in from 2027 to 2029.
Violations, effective after these dates, can lead to fines starting at $125 and increasing significantly.
What is Nonfunctional Turf?Definition: Turf (grass) that is solely ornamental and not used for recreational purposes.Examples: Grass strips in medians, turf along sidewalks, and decorative lawns in front of commercial/industrial buildings.
What it is NOT: Parks, sports fields, picnic areas, cemeteries, and residential lawns are generally excluded.
Key Compliance Dates
Jan 1, 2027: State and local government properties.
Jan 1, 2028: Commercial, industrial, and institutional properties.
Jan 1, 2029: HOA common areas and mobile home parks.
Jan 1, 2031: Properties in disadvantaged communities.
Penalties for Illegally WateringFirst Violation:
Written warning.
Second Violation: $125 penalty.
Third Violation: $250 penalty.
Fourth Violation: $500 penalty.
