On 03/29/26 while conducting routine patrols at approximately 1621 hours, I, CPT Mills, performed a thorough walk-through of the property. Upon approaching the leasing office corner, I observed a male subject in the middle hallway near the staircase. The subject was holding a piece of tinfoil, had a straw in his mouth, and was using a lighter and/or torch to smoke what appeared to be fentanyl on private property.

I made contact with the subject in order to gather necessary information for documentation. During the contact, the subject attempted to walk around me and flee. I informed the subject that he was not free to leave until I obtained the required information. The subject then complied.

I was able to obtain and document the subject’s first and last name, date of birth, and a photo of his face for identification purposes. I advised the subject that he is officially trespassed from both properties serviced for this client and is not permitted to enter or remain on the premises.

The subject was further informed that if he returns to the property, he may be detained for criminal trespassing and local law enforcement will be contacted,
