This has been my concern with the Health Care Reform Law all along....not everyone who is uninsured will sign up either because they can't afford it or more likely don't have need for insurance RIGHT now. When they do sign up it will because they need immediete costly care and the claims will be more than the system can handle. Note in the article, CA expected to have 23,000 enrolled people in their high risk pool by Oct'11 at an average claims per month of $1,100 instead they have 5,300 enrolled at an average monthly claims of $3,100.
