مؤسسة آشتي منظمة غير ربحية غير حكومية عنوانها الرئيسي القامشلي -جادة القنيطرة-3-1061 شمال شرق سوريا، تعمل آشتي في القامشلي، الحسكة، الرقة في مجال الحماية، التعليم، البيئة، بناء القدرات وسبل العيش.

المهام الرئيسية

أولاً: التقييم الفني والتحضير
1. تنفيذ زيارات ميدانية تقييمية للمواقع المستهدفة في:
• قرية شورى
• قرية حنوة الكبيرة
2. تقييم الحالة الفنية لمجاري المياه والمناطق المحيطة، بما يشمل:
• طبيعة التربة
• استقرار الضفاف
• مسارات الجريان
• نقاط الاختناق ومخاطر الفيضانات
3. مراجعة المخططات الفنية والكميات التقديرية الخاصة بالأعمال المقترحة وإبداء الملاحظات الفنية اللازمة.
4. تقديم توصيات فنية لتحسين فعالية التدخلات وضمان استدامتها وتقليل مخاطر الانجراف أو انهيار الجوانب الترابية.
ثانياً: الإشراف الهندسي على التنفيذ
1. الإشراف اليومي على أعمال التعميق والتوسعة ورفع الجوانب الترابية لمجاري المياه.
2. متابعة أعمال المعدات والآليات وضمان تنفيذ الأعمال وفق المواصفات الفنية المعتمدة.
3. مراقبة جودة الأعمال المنفذة والتحقق من:
• أبعاد المجاري
• استقرار الجوانب الترابية
• سلامة نقاط تصريف المياه
• جودة أعمال الردم والتسوية
4. التأكد من الالتزام بإجراءات السلامة المهنية أثناء التنفيذ.
5. التنسيق المستمر مع فريق المشروع واللجان البيئية والجهات المحلية ذات العلاقة.
6. رفع أي مخاطر أو معوقات فنية قد تؤثر على التنفيذ مع اقتراح الحلول المناسبة بشكل فوري.

ثالثاً: الدعم الفني وبناء القدرات
1. تقديم إرشادات فنية ميدانية للجان البيئية المجتمعية حول:
• الصيانة الدورية لمجاري السيول
• مراقبة التآكل والانجراف
• إدارة المياه السطحية
• إجراءات التدخل السريع بعد الأمطار الغزيرة
2. دعم فريق المشروع في تفسير الجوانب الفنية المتعلقة بالأعمال المنفذة عند الحاجة.
رابعاً: التقارير والتوثيق
1. إعداد تقرير تقييم فني أولي للمواقع المستهدفة.
2. إعداد تقارير إشراف دورية مختصرة توضح:
• نسبة الإنجاز
• الملاحظات الفنية
• التحديات والحلول المقترحة
3. إعداد تقرير هندسي نهائي شامل يتضمن:
• وصف الأعمال المنفذة
• التقييم الفني النهائي
• التوصيات المستقبلية
• صور توثيقية
• أي مخططات أو ملاحظات فنية داعمة
مواقع العمل
• قرية شورى – ناحية تل حميس – محافظة الحسكة
• قرية حنوة الكبيرة – ناحية تل حميس – محافظة الحسكة
المؤهلات المطلوبة
1. شهادة جامعية في الهندسة المدنية أو هندسة الموارد المائية أو تخصص ذي صلة.
2. خبرة عملية في:
• الإشراف على الأعمال الترابية
• مشاريع المياه أو حصاد المياه
• مشاريع البنية التحتية الريفية
3. خبرة مثبتة في العمل الميداني ضمن البيئات الريفية والإنسانية.
4. القدرة على إعداد التقارير الفنية.
5. مهارات عالية في التنسيق والتواصل والعمل مع المجتمعات المحلية.
6. وجود خبرة سابقة مع المنظمات الإنسانية أو مشاريع التعافي المبكر يعتبر ميزة إضافية.

Job Vacancy Announcement
Position: Engineering Advisor
Duty Station: Qamishli

Ashti Foundation is a non-profit, non-governmental organization headquartered in Qamishli – Al-Quneitra Avenue – 3-1061, Northeast Syria. Ashti operates in Qamishli, Al-Hasakah, and Raqqa in the fields of protection, education, environment, capacity building, and livelihoods.
Main Duties and Responsibilities
First: Technical Assessment and Preparation
1. Conduct field assessment visits to the targeted sites in:
o Shoura Village
o Hinnawah Al-Kabirah Village
2. Assess the technical condition of water channels and surrounding areas, including:
o Soil characteristics
o Bank stability
o Water flow paths
o Bottleneck points and flood risks
3. Review technical drawings and estimated quantities for the proposed works and provide necessary technical feedback.
4. Provide technical recommendations to improve intervention effectiveness, ensure sustainability, and minimize risks of erosion or embankment collapse.
Second: Engineering Supervision of Implementation
1. Provide daily supervision of excavation, widening, and embankment raising works for water channels.
2. Monitor machinery and equipment operations to ensure works are executed according to approved technical specifications.
3. Monitor the quality of executed works and verify:
o Channel dimensions
o Stability of earthen embankments
o Integrity of water discharge points
o Quality of backfilling and leveling works
4. Ensure compliance with occupational health and safety procedures during implementation.
5. Maintain continuous coordination with the project team, environmental committees, and relevant local authorities.
6. Report any technical risks or obstacles that may affect implementation and propose appropriate immediate solutions.
Third: Technical Support and Capacity Building
1. Provide on-site technical guidance to community environmental committees regarding:
o Routine maintenance of floodwater channels
o Monitoring erosion and land degradation
o Surface water management
o Rapid response procedures after heavy rainfall
2. Support the project team in interpreting technical aspects related to implemented works when needed.
Fourth: Reporting and Documentation
1. Prepare an initial technical assessment report for the targeted sites.
2. Prepare concise periodic supervision reports outlining:
o Progress percentage
o Technical observations
o Challenges and proposed solutions
3. Prepare a comprehensive final engineering report including:
o Description of completed works
o Final technical assessment
o Future recommendations
o Photographic documentation
o Any supporting drawings or technical notes

• Hinnawah Al-Kabirah Village – Tal Hamees Subdistrict – Al-Hasakah Governorate
Required Qualifications
1. Bachelor’s degree in Civil Engineering, Water Resources Engineering, or a related field.
2. Practical experience in:
o Supervision of earthworks
o Water projects or water harvesting projects
o Rural infrastructure projects
3. Proven fieldwork experience in rural and humanitarian settings.
4. Ability to prepare technical reports.
5. Strong coordination, communication, and community engagement skills.
6. Previous experience with humanitarian organizations or early recovery projects is considered an added advantage.
