A distinguished leader and public servant, Otis Williams serves as Interim President & CEO of the St. Louis Development Corporation (SLDC), leading citywide efforts to drive economic growth, investment, and opportunity across St. Louis.

A retired U.S. Army Colonel with more than 28 years of service, Otis has dedicated his career to leadership and impact—from the U.S. Army Corps of Engineers to nearly three decades shaping transformative development projects throughout St. Louis’s downtown and neighborhoods.

Recognized with numerous local, state, and national honors, his legacy reflects service, excellence, and a deep commitment to community. A proud native of Covington, Georgia, Otis and his wife Gwen call St. Louis home, where they’ve raised two daughters and continue to invest in the city’s future.
