My name is Kevin Warren, I am a inmate at Jefferson City Correctional Center. I am a 50 year old man with a sentence of Life Without Parole, I have been incarcerated for the past 30 years (since 1993). I am contacting you because I have been at this institution since 2014, before here I was at Charleston Correctional Center in Charleston, Missouri. I have been trying to transfer back to CrossRoad Correctional Center for the past 12 plus year's, I am from Kansas City, Missouri, that is were all my support is, my family consists of elderly aunts and older cousins who are unable to endure long drives or unable financially to travel the distance to visit me, I have not had a visit with anyone in my family since 2003, I have constantly asked for a lateral transfer to CrossRoad Correctional Center. D.O.C. has a policy that if a inmate spends 3 or more continuous year's in a honor wings he can request a lateral transfer, I have been in honor wings that were closed by administration, I have been removed from the honor wing by classification with none or 1 CDV even though the policy clearly states that a inmate is allowed to be in the honor wing with 1 CDV in a calendar year, since being at this institution (2014), I have spent over 3 year's in the honor wing, I was forced to continuously start my honor wing time over when administration closed honor wings or classification removed me only to eventually move me back. The D.O.C. has a policy about keeping families together and improving family communication and strengthening families bonds during the time of a love one incarceration, as I said my family is elderly people in poor health conditions, I have a sentence of Life Without Parole, I am just trying to spend time with my love ones before they pass away. I am asking if there is anything that you could possible do to help me.
