Dr. Keisha M. Windham, D.P.A., M.P.P.A., is a native of Heidelberg, Mississippi. As the youngest of three girls, Keisha knew that she wanted to be of service to others. Her mother, Delois Jones-Duckworth (1949-2013), made sure she attended church regularly and participated in curricular activities. Keisha observed and developed her mother’s work ethic at an early age. Her mother served as the executive director of a housing assistance program for low-income families. Keisha witnessed the joy on her mother’s face while helping families become first-time homeowners. Her mother’s love and support propelled Keisha to attend college and pursue a Bachelor’s degree in Political Science from Tougaloo College.
Keisha understood how policies impact marginalized communities and continued her journey at Mississippi State University to earn a Master of Public Policy and Administration (M.P.P.A.) degree. After completing her master’s degree, Keisha worked for five years for the State of Mississippi. She realized that a terminal degree was essential and started applying to Ph.D. programs. Keisha read about the University of Illinois Springfield Doctor of Public Administration (D.P.A.) program and thought it aligned with her aspirations of working in public service. She applied to the program in November 2012 and learned of her acceptance in April of 2013. However, her mother’s diagnosis of stage 4 lung cancer left her in the dilemma of attending U.I.S. Keisha decided to pursue her doctorate after her mother’s approval. Her mother’s legacy and values remained in Keisha while earning her final degree. Keisha defended her dissertation titled, “Exploring Farmers’ Perspective of the Missouri Farm to Table Program and Other Policies Designed to Help Small Scaled Minority Farmers: Who is Included? Who is Excluded? on October 13, 2020. She participated in the University of Illinois at Springfield’s commencement ceremony on Friday, May 14, 2021 at 3:00p.m.

Congratulations on your success Alexandra Nicole Madden!

Alexandra Madden is Noble Founder of Gamma Phi Omega International Sorority inc. at The University of Illinois-Springfield . During her Undergraduate career she studied Global Studies with a minor in Public Health. Within the next month, her Masters in Public Health will be complete and she will continue her full time job in Sangamon County as a Health Inspector. Throughout her collegiate career, Alexandra has worked on numerous Public Health research projects both locally and internationally. Her research from her recent trip to Ghana, West Africa was just featured at the UIS STARS Symposium. In the mean time she is focused on expanding her work experience, traveling, and investing in property . She plans on keeping her options open in terms of a career but in the long run she knows that Public Health is her calling.
