This is not the answer to California's water issues. This is probably the most dangerous choice because of the 20 feet on top of an 85 year old dam with 60' of toxic sludge on the bottom from at least 5 Copper smelter mines under the lake water that are still leaking toxic waste. A volitional passage for salmon would provide the need change in water flows.
