RALEIGH | 5.7.21 | A little before 2am a call came over for an overturned vehicle at i540 WB on ramp to Capital Blvd. Driver stated he and another driver saw someone walking on the on ramp, he swerved and hit the concrete wall flipped over and came to a rest upside down in the middle of the on ramp.
