c) What tasks does organization perform prior to, during and/or after a disaster
d) What does organization do during daily operations? To schedule your Organizational Presentation for a future meeting, contact the chair/Presentations limited to 5 minutes.

Multnomah County Community Organizations Active During Disaster (MultCo COAD) &
Multnomah County Citizen Corps (VIPS, N.Watch, Fire Corps, MRC & CERT)
Shared Mission Statement
This coalition is based on the National VOAD concept Project and response based facilitation of the: collaboration, coordination, cooperation, and communication between citizen volunteers, faith based, civic/humanitarian organizations, private industry and public agencies through: mitigation, preparedness, response and recovery efforts. Goals
• Incorporate the Multnomah County Equity and Empowerment Lens
• Educate local and county government agencies, humanitarian organizations and the general public about 'who we are and what we do"
• Work together to identify 'unmet needs'
• Increase our understanding of what role each organization plays. This level of knowledge about our individual organizations will increase our ability to communicate needs and resources when time is of the essence
• Share knowledge that will allow us to do all the work necessary with less effort and overlap.
• Address special needs populations (Language, Cultural, Animal Owners, Elderly, People with Disabilities).
• Support coordinated training and exercise opportunities

Objectives:
• While attending meetings, discuss the existence and efforts of COAD and Citizen Corps, distribute contact information of partner organizations, thereby strengthening cooperative, non-duplicative efforts while simultaneously offering additional support to organizations.
• At least annually review county hazard annexes, discuss roles and responsibilities, and activation procedures for organizations listed – confirm information listed and add any additional organizations where appropriate.
• Serve as subject matter experts for County EOC as well as planning, outreach, training, and exercises.
• Host at least 10 minute training sessions and discuss recent ‘incidents’ at every meeting

Proposed Projects for 2014 – 2015 (this list can be expanded, please feel free to submit projects you deem appropriate for council/COAD approval).
• Alert and Notifications exercise

• Welfare Check curriculum development and training
• 4 Map Your Neighborhood Train the Trainer workshops – Steve Bullock

Expectations of Representatives at
Multnomah County COAD and Citizen Corps meeting
Individuals attending the meeting on behalf of the following organizations:

• Volunteers in Police Service
• Community Emergency Response Teams
• Fire Corps
• Medical Reserve Corps (attempt to represent Medical & Mental health issues)
• USA on Watch
• COAD (2 representatives)
Will, – through a reasonable effort,
• Contact all local groups of same name to obtain their input on topics including but not limited to:
o Issues discussed at Citizen Corps meetings
o Training desired
o Projects needing assistance or promotion
o Calendar items
o Funding needs
o Other
• Represent the above input at meetings
• Disseminate information obtained during county meetings to group leaders (of same name) distribute minutes from meeting to their constituents.
• Maintain an up-to-date contact list of groups (of same name) within county (this may be replaced with database when it is up and running). Voting Members
Each organization listed above will have ‘One’ vote, but may send as many representatives to the meeting as they wish. COAD and Citizen Corps

Expectations of COAD and Citizen Corps as an Organization
• Minutes will be taken and distributed within two weeks of meeting.
• Reminders will be sent two weeks prior to meetings (minutes may be attached to these emails)
