✅New Arizona Law Targets Demand for Prostitution, Strengthens Support for S*x Trafficking Victims
Rep. Selina Bliss’ HB 2720 increases penalties for those who pay for prostitution and directs new funding to victim services statewide
STATE CAPITOL, PHOENIX (Monday, June 8, 2026) – A new Arizona law will increase penalties for those who pay, agree to pay, or offer to pay for prostitution while directing new funding to services for victims of s*x trafficking.
House Bill 2720, sponsored by State Representative Selina Bliss, passed both chambers with bipartisan support and has been signed into law.
The law makes paying, agreeing to pay, or offering to pay for s*xual conduct a felony offense and imposes mandatory jail time. It also requires offenders to pay a $200 assessment, with the money used exclusively to provide services to trafficking victims.
HB 2720 also strengthens protections for victims by requiring courts to seal records related to a prostitution conviction when that conviction is vacated because the person was a victim of s*x trafficking. The change helps survivors seek employment, housing, and a fresh start without old court records standing in the way.
“Arizona is going after the demand that fuels prostitution and s*x trafficking,” said Representative Bliss, Chairman of the House Health and Human Services Committee. “This is a victory for families, neighborhoods, and victims who deserve a path out. The people paying for s*x are funding an industry that traffickers exploit, and communities across Arizona are left to deal with the crime, abuse, and damage that follow. This law holds offenders accountable, puts money directly toward helping victims recover, and puts every person who pays for s*x in Arizona on notice: you can face jail time, a felony record, and the consequences that come with it.”
HB 2720 was developed with support from lawmakers, local officials, neighborhood leaders, schools, advocacy groups, and residents who called for stronger action to protect victims and restore safety in their communities.

✅Arizona Enacts New Law Cracking Down on Ni****ne Products Targeting Kids
Rep. Jeff Weninger’s HB 4001 strengthens enforcement, restricts youth-focused marketing, and establishes new safeguards for alternative ni****ne products
STATE CAPITOL, PHOENIX (Friday, June 5, 2026) – House Bill 4001, sponsored by State Representative Jeff Weninger, has been signed into law, creating new protections against underage ni****ne sales and stronger accountability for manufacturers and distributors.
The new law establishes statewide standards for alternative ni****ne products, including licensing requirements for manufacturers and distributors, expanded enforcement authority for the Department of Liquor Licenses and Control, and stricter standards for alternative ni****ne products sold in Arizona.
HB 4001 prohibits the marketing or sale of alternative ni****ne products in packaging designed to appeal to minors, including products that resemble toys, food, electronics, or other youth-oriented items. The law strengthens age-verification requirements and increases penalties for businesses and individuals who sell ni****ne products to underage persons.
Manufacturers and distributors must be licensed, maintain records, and comply with product standards and regulatory requirements. The law authorizes inspections, audits, investigations, and enforcement actions to ensure compliance.
The law requires alternative ni****ne products sold in Arizona to meet manufacturing standards and imposes penalties for unlicensed manufacturing, distribution, or sales activity. It also strengthens oversight of the supply chain by requiring manufacturers and distributors to be licensed and accountable under state law.
“Ni****ne companies should not be designing products that look like toys or marketing them in ways that appeal to high school students,” Representative Weninger said. “This law makes one thing clear: if you manufacture, distribute, or sell these products in Arizona, you are responsible for following the rules.”
“No parent wants to see ni****ne products ending up in the hands of high school kids because someone decided checking an ID was optional,” Weninger added. “HB 4001 increases penalties for illegal sales, gives regulators stronger enforcement tools, and protects businesses that follow the rules. If you are selling ni****ne products to minors, Arizona is no longer going to look the other way.”
HB 4001 also authorizes educational efforts to discourage underage ni****ne use and allows contaminated alternative ni****ne products to be removed from the marketplace.
Jeff Weninger is a Republican member of the Arizona House of Representatives serving Legislative District 13 in Chandler, Gilbert, and Sun Lakes, and is Chairman of the House Commerce Committee. Follow him on X at .
