I mistook this footage as Cleveland. It's actually East Cleveland a neighboring "suburb" that looks like a disaster zone.

Sadly, it used to be a sprawling and vibrant suburb but political corruption, lack of community interest and apathetic slumlords led to what we see in the video.

Can it be revived? How long?
