For many workplaces, sexual harassment is treated as a problem that has already been solved. Most offices have a policy, a training module, and a reporting channel. The unspoken assumption is that once these structures are in place, the problem is under control.

Yet, the persistence of workplace harassment tells a more complicated story—one that is less about broken rules and more about the invisible dynamics of power, culture, and trust.
