The Office of the Independent Monitor is requesting nearly 900-thousand dollars in next year's city budget — about one percent of what the police department receives.
The office launched in 2020 to investigate police incidents and promote accountability. In 2025, 15 Investigates uncovered the office went five years without filing a single report or closing a single case.
The previous independent monitor left in October — and in November, city alders debated shutting the office down altogether.
Interim Independent Monitor Meeka Glass took over less than six months ago. Since then, the office has closed nine cases.

Madison budget forum focuses on public safety funding requests The city of Madison held a public forum Tuesday night where taxpayers met with public safety officials as budget discussions begin for next year, with public safety sectors receiving 41% of the city’s budget.
If your small business paid tariffs on imports over the last few months, you might be owed a refund.
The Supreme Court ruled those Trump-era IEEPA tariffs unconstitutional — and now the government has to give that money back.
Over the last month, I talked with experts and a small Mt. Horeb cider maker who felt that squeeze firsthand.
Matt Raboin, co-owner of Brix Cider, paid more than a dollar per bottle in tariffs on custom glass bottles from China. "We could use a few thousand dollars," he said. "It would just give us a little bit of breathing room."
The refund process can take 60-90 days, and not every tariff qualifies. Check your import paperwork to see if IEEPA tariffs are listed.
