The Community Youth Development Program was established in 1995 with funds authorized by the 74th Legislature for the purpose of reducing high juvenile crime areas in the state of Texas. Fifteen ZIP codes with the highest incidence of juvenile violent crime, as determined by the CYD Interagency Planning Workgroup, were identified and funded to include the 78207 ZIP code in the San Antonio area.
