Skipping tear off sounds like it saves time and money. In most cases it just hides the problem.
Siding installed over existing siding traps moisture behind the wall, adds extra weight the structure was not built for, and makes it impossible to inspect the sheathing or house wrap underneath. It also tends to void the warranty on the new material. Full tear off is what a quality installation actually requires, almost every time.
