One of the biggest challenges on PCB cleanup projects?
There is still no direct-reading instrument for airborne PCBs in real time.
That means remediation teams must rely on PM10 as the operational proxy for PCB-bearing dust while making field decisions live during excavation, demolition, haul routes, and sediment work.
⚠️Downwind PM10 alone is not defensible anymore”
Downwind PM10 readings alone do not explain whether the site is contributing fugitive dust.
Background particulate levels can spike from weather, nearby traffic, industrial activity, or regional dust events - creating major interpretation challenges during TSCA PCB remediation projects.
That is why EPA guidance increasingly points toward upwind/downwind evaluation and rolling-average approaches.

PCB remediation projects near residential areas face a difficult reality:
One visible dust event or odor complaint can trigger increased scrutiny, additional monitoring requests, work slowdowns, or demands for stronger dust controls.
Several EPA PCB cleanup case studies emphasize perimeter air monitoring, fugitive dust suppression, and documentation as critical parts of maintaining defensible operations near sensitive receptors.
