Joe Schwendeman is a Program Manager and defense industry veteran with decades of experience working on projects in military avionics development, cost estimation, proposal strategy, and program ex*****on. His career began as an Aviation Electronics Technician in the U.S. Navy, and he went on to hold program management roles at Rockwell Collins, Raytheon, and Honeywell Aerospace, leading complex development programs worth more than $250 million, like the C-17 display program, the C-5 AMP cockpit modernization, Future Combat Systems logistics software, and the full F-15 avionics portfolio, among others. He is one of the few program managers in the industry to have successfully executed a software-only development program under rigorous EVMS within cost and schedule. His background in cost estimation and pricing is equally strong. His change order estimating techniques consistently withstood DCMA and DCAA audit, and he led the winning proposal for the C-130/C-141 Autopilot Replacement Program, later defending it through a Lockheed protest. Also, he supported Stratolaunch's first-ever defense contract as Program Manager for the Talon Lite Hypersonic development, standing up compliant systems and processes from scratch. We can't wait to see what he'll take on next.

Robert Walker’s career is a story shaped by a constant drive to strengthen technical competency. He began in molecular biology, transitioned into a 33-year Navy career in submarine service and C4ISR operations, and later stepped into business development with Booz Allen Hamilton. Along the way, he learned the value of asking questions, listening to mentors, and using each challenge as a chance to refine his skills. Those habits carried forward into proposal management, where Robert has led large capture efforts in defense, aerospace, and biotechnology with the same discipline and integrity that marked his naval service.
Robert’s work has spanned everything from building a Proposal Management Center at General Atomics Aeronautical to leading one of his biggest wins, the Survivable Operations Airborne Center proposal with Sierra Nevada Corporation. He credits much of his success to guidance from mentors as well as to his willingness to learn from every teammate along the way.
Today, Robert continues to bring that spirit of growth to all his projects.
Book him on TOD.
