She is a graduate of the University of Mary, Bismarck, North Dakota and the Kennedy School of Government, Harvard University, Cambridge, Massachusetts. She holds a Bachelor of Science degree in Medical Technology, a Specialist in Chemistry Certification, a Masters in Public Administration and a Certificate in Public Health Concepts from the University of North Carolina at Chapel Hill. Ms. Soeby has worked in health care for over 30 years in various areas of clinics and hospitals including: laboratory medicine, education, diabetes, bariatrics, weight management and wellness and preventive services. She is an experienced grant manager, reviewer, and writer. Soeby is an active community volunteer and currently serves as a Park District Commissioner in Grand Forks, North Dakota.
