I am writing to express my concern regarding the current licensure requirements for foreign-trained veterinarians seeking to practice in the United States, particularly those with extensive experience in large animal medicine.

Across the world, many veterinarians have dedicated their professional careers to cattle and equine health, providing essential services in herd health management, reproduction, nutrition, surgery, disease prevention, and livestock production. These professionals often possess decades of practical experience and advanced training that could significantly benefit the agricultural and livestock industries in the United States.

However, the current licensure pathways, including the Educational Commission for Foreign Veterinary Graduates (ECFVG), the Program for the Assessment of Veterinary Education Equivalence (PAVE), and the North American Veterinary Licensing Examination (NAVLE), present substantial challenges. The process is lengthy, costly, and requires candidates to demonstrate proficiency across all areas of veterinary medicine, including species and disciplines outside their field of expertise.

For veterinarians whose careers have been devoted exclusively to bovine and equine medicine, these requirements may not accurately reflect their professional competence or their ability to contribute to the industries most in need of their services. At a time when many rural communities and livestock operations face shortages of large animal veterinarians, the United States may be overlooking a valuable source of highly qualified professionals.

Consideration should be given to alternative pathways for experienced foreign-trained veterinarians, particularly those with more than ten years of documented professional practice and recognized credentials from reputable international veterinary organizations. A competency-based evaluation focused on the candidate's area of specialization, combined with demonstrated English proficiency and legal authorization to work in the United States, could provide a more efficient and practical route to professional integration while maintaining high standards of animal health and public safety.

Such an approach would help address workforce shortages, strengthen the livestock industry, and make better use of the expertise of experienced veterinary professionals who have already demonstrated their abilities through years of successful practice.
