Any trick to getting good smaller sized discs out of this tool?

I get great 1/2” sizes but it tries to eat my medal and the punch tries to stick for the 6mm size.

Yes, I am using same medal thickness as a shim directly across from the hole I am to punch out before I tighten down the top.. could I be tightening the top down too much? It seems the medal moves even when its tightened down when I start hammering… any ideas are welcome.
