It’s all about the chemistry! Regular offset inks dry through oxidation and absorption — basically, they wait. UV inks don't dry at all in the traditional sense; they cure. When hit with ultraviolet light, they go from liquid to solid in a split second through a photochemical reaction.

Short answer: yes, almost always. Process inks are translucent, designed to mix on white paper. Print CMYK on colored stock and that paper color bleeds through everything, altering the look of your whole image. A white ink base layer gives the colors somewhere clean to land.
