His answer was straightforward: pass a law that makes all sitting members of Congress ineligible for re-election whenever the deficit exceeds 3 percent of GDP. Buffett argued that this law would solve the problem almost immediately because lawmakers would face personal consequences for overspending. The idea has resurfaced over the years, especially as the deficit has continued to grow. As of 2026, the U.S. federal deficit is estimated to be over 6 percent of GDP, more than double the threshold Buffett proposed. Under his suggested rule, every current member of Congress would be ineligible to run again. While the proposal has gained attention, the question remains: why hasn't Congress passed such a law, especially considering the growing deficit and concerns about long-term fiscal sustainability?
