If you have a switch that is best left in one position or another, rather than using tape, there are child safety covers for sale that will do the job very well and still be usable. This one in particular is for a toggle style switch and was found on Amazon for a few dollars. They also make rocker style covers as well as some that are clear.

Exterior in-use boxes or electrical fixtures should be caulked on the top and sides to prevent water intrusion. The reason for leaving the bottom open is to prevent water retention. Even on this box with the foam it is possible for water to get in. Caulking and sealant is not permanent and will need to be monitored and repaired.
