When the Headlands development project at Strands Beach was approved by the California Coastal Commission, the City of Dana Point and Sanford Edward, the project developer, agreed to provide “maximum” access to Strands beach via access ways on the north, central and south ends of the development. No beach. We fought the revetment and lost. And the developer got exactly what he aimed for. No beach for the beach front lots and essentially no beach goers. EXCEPT, the cobbles are getting catapulted by the waves into the lots and encroaching.
