Is outside safe from the SARS-COV2 virus?

It seems like a simple question, but the answer isn’t so simple. The CDC and NIH have always recommended to try and incorporate outdoor air into indoor settings to prevent the build up a indoor viruses in the air and on surfaces. The question is why?
