How a Government shutdown may interfere in some mortgage processes

Impact by Program/Area

• 🟢 FHA Loans – Minimal disruption. Direct Endorsement and Lender Insurance programs allow most FHA loans to move forward. Some staff-dependent actions (like condo approvals and case queries) may slow.

• 🔴 USDA / RHS Loans – Major disruption. USDA cannot issue conditional commitments or loan guarantees during a shutdown. Pipeline loans will stall until funding resumes.

• 🔴 VA Loans – Major disruption. VA relies on agency staff for guarantees, and those functions will slow or stop during a shutdown.

• 🟢 Fannie Mae / Freddie Mac (GSEs) – No impact. Continue operating as usual.

• 🟡 IRS IVES (Tax Transcripts) – Uncertain. In recent shutdowns, the service stayed open; however, there’s no guarantee this time.

• 🔴 NFIP (Flood Insurance) – Authority expires October If not extended, closings requiring flood insurance will halt immediately.

Military & Federal Workforce

• 🟡 Military Pay – Service members will continue working, but unless Congress passes a special measure, paychecks could be delayed.

• 🔴 DoD Civilian Employees – Many will be furloughed or working without pay until the shutdown ends. Back pay is expected, but timing remains uncertain.wn
