The areas' residents are mostly low income, like most sites of oil refineries, chemical plants & factories, polluting neighborhoods & causing health issues & early deaths. There are protests, to which Elon Musk's and other rich owners's defenders demand cases be dismissed. The DOJ uses illogical arguments stemming from it's decimation of the mission of the EPA to protect human health & the environment.

In a nation with a leader who follows set, legal methods by which an act by the leader can happen, this ends the ban on wind power.
