“I’ve seen Elba really dwindle to nothing, but over the past couple of years more people have been putting their faith in the levee and have been moving back down,” said Justin Maddox, founder of Restoration 154, an organization in Elba dedicated to revitalizing the community. “The coffeehouse was one of the businesses that brought some activity downtown, then more recently The Rabbit Hole.”
