Why didn't the officer issue a citation to the person who hit my car in the parking lot??

This is because the only traffic laws enforceable on private property are hit and run, DUI and reckless driving. If one of these 3 things did not occur, then the officer documents the vehicle damage and what both parties said. Then, the rest is up to the insurance company.

A driver can also be considered a high-risk if he or she falls into one of these categories:

Newly Licensed driver
Young/Teen driver
Elderly driver (70 years or older)
Have no prior auto insurance coverage

Poor credit history
Live in a high-risk area
Has multiple traffic violations
Involvement in car accidents
