NEW: On the eve of an election for a new mayor and council members, DC911 had another major meltdown. Two DC Fire & EMS units handling separate high-priority EMS calls this evening couldn't get anyone to answer the radio for five minutes. One was trying to tell dispatchers they were closest to a confirmed cardiac arrest call. The other was trying to get paramedics to respond to their patient who was having trouble breathing.
