Dr. Rolando Herts selected as superintendent of Birmingham Civil Rights, Freedom Riders national monuments - Birmingham Civil Rights National Monument (U.S. National Park Service) ATLANTA – The National Park Service (NPS) today announced the selection of Dr. Rolando Herts as superintendent of Birmingham Civil Rights National Monument and Freedom Riders National Monument in Alabama, effective Sep. 9.
