Interesting new laws in 2023 real estate…

California equivalent of the federal “First Look” program obligates REO sellers with more than 175 properties annually to follow certain procedures to give potential owner -occupants, non-profits, or government entities the first opportunity to purchase their REO properties.
These eligible bidders have exclusive opportunity to submit offers and purchase the property for the first 30 days the property is on the market, and the REO sellers have to acknowledge and respond to the offers prior to accepting an offer from any investor buyer at the end of the 30 days. This 30 day “First Look” program is designed to give potential homeowners a significant opportunity for their offer to be considered, and prohibits the REO sellers to conduct bundle sales. This will allow future owner-occupants and non-profits a real chance to purchase these properties when before only investors had access to these type of properties first hand.
