The Competitiveness and Investment Climate Strategy Secretariat (CICS) of the Ministry of Finance Planning and Economic Development was setup as the link in the tri-partite relationship between the Private sector, the Government and the Donor Community to Unleash Uganda's great Economic Potentail by main streaming Competitiveness and Investment Growth. It does this through keeping track of performance indicators, benchmarks and policy actions and briefs stakeholders for appropriate action.
