DETAILS! Killed Kasangati robber belonged to B13 criminal gang, says Police

The gang, that is under the command of a one Brian Bisaso, South Pole Junior, South Pole Ali, Coach Baali was engaged by the police on Wednesday April 29 in which a key member Muwonge Jamil alias South Pole was shot to death, spokesman Patrick Onyango said on Thursday.

Mr. Onyango said the gang leader Bisaso was arrested alongside eight others after establishing the location and their bases following a spat of robberies that had taken place in the area.

“The nine suspects are Brian Bisaso aka Obisa, Andrew Kabagambe aka Alali, Jackson Muyomba, John Bosco Kakooza, Fred Yiga, Ishaqa Bikoona, Samuel Kabalama aka Palaso, Ronald Ssendega aka Mark-Do and South Ali (not real names” he said.

Mr Onyango further revealed that the gang is composed of 15 robbers with bases in Bulamu, Namavundu,Kayebe and Kyankima villages all in Kasangati town council.

“The hunt for the remaining criminals are still ongoing,” he said.

He said the suspects are currently being detained at Kasangati police station pending court appearance.

“They are being charged with aggravated robbery,” Mr. Onyango sad.

“We want to thank the public for providing vital information that led to the dismantling of this notorious group.”

According to the police, the group had in the last few days carried out heinous crimes in the Kasangati area.

The killed robber identified as Jamil Muwonge aka South Pole was part of a criminal gang that had been terrorozing people in and around Kasaganti areas.

Muwonge was first shot in the leg as one way to disable him but he tried to attack one of the Police Officers and he was shot dead by another Officer in order to safe his colleague.

The operation followed a spat of robberies that had taken place in the area.

According to the police, on the 19/04/2020 at around 0100 hours Mr. Kusiima Jamir, a resident of Seeta Zone, Wampewo , Kasangati Town Council was attacked and robbed.

On the 19/04/2020 at around 0300 Hours, Hajji Jafari, a resident of Namavundu, Zone, Bulamu Parish, Kasangati Town Council was also robbed.

“Investigations were commenced and robbers were identified as members of B13 criminal gang under the command of BISASO BRIAN, South Pole Junior, South Pole Ali, Coach Baali and is composed of 15 robbers with bases in Bulamu, Namavundu Kayebe and Kyankima villages all in Kasaganti Town Council,” the police says.

After establishing the location and their bases, Police in Kasangati sought for support from Crime Intelligence headquarters to have the group flashed out.

The Wednesday joint operation involved a team of operatives from Crime intelligence headquarters, Kampala Metropolitan Police, Kampala North together with Kasangati Police.

The police thanked its officers for the operation.

Five more presidential aspirants, including a woman, have notified the Electoral Commission (EC) of intentions to consult ahead of nominations for the 2021 presidential race.

This brings to 29 the total number of aspirants.
While announcing the end of display of voters’ register yesterday, Justice Simon Byabakama, the EC chairperson, told journalists that the new aspirants include Dr Daniel Okello, Pr Godwin Ssempebwa Katuwadde, Dr Amir Kagumba, Mr Dan Matsiko, and Ms Darlen Kamusiime, the only woman daring President Museveni.

“It is crazy. From the last time I addressed you, we have received more five names and others could be coming. When they come, we shall instruct them to follow the necessary procedure to inform the police about their intended consultations,” Justice Byabakama said.
The only familiar person among the aspirants is Mr Matsiko who contested for the Forum for Democratic Change (FDC) party president in 2018, but fetched only two votes.
Mr Matsiko said: “I have a ground to start from because when I was campaigning for the FDC presidency, I moved across the country. We have to end this regime.”
Last week, Lt Gen Henry Tumukunde, the former minister of Security, who up to 2018 had served in President Museveni’s Cabinet, announced his intention to run for presidency.

He is one of the 24 men who want Mr Museveni’s job. More men and women are expected to join the race.
However, for any person to be confirmed as a candidate, he or she must be nominated by EC upon fulfilment of statutory requirements.
Some of the other presidential hopefuls include Nyero Francis Elton Lakelle, who has attempted to contest in several parliamentary constituencies in Acholi Sub-region without success, and Kyadondo East MP Robert Kyagulanyi, alias, Bobi Wine, under his People Power pressure group.

Voters’ register display
Meanwhile, the EC yesterday ended the display of the voters’ register that commenced on February 19 at all the 34,344 polling stations across the country.
Justice Byabakama said the purpose of the exercise was to enable voters correct their particulars on the register.
“Following the conclusion of the display, the commission shall now proceed to display the list of all persons recommended for deletion or inclusion by the parish tribunal for a period of 10 days starting March 11 to March 20 at each parish or ward headquarters,” he said.

Justice Byabakama also explained that the tribunal appointed by the magistrate of the area and comprising two elders of 60 years and above, a male and female as well as three other members, will be appointed in consultation with political parties and organisations participating in elections of those specific areas.
Former coordinator of the Citizen Coalition for Electoral Democracy in Uganda, Mr Crispin Kaheru, however, doubted whether many people had cross-checked their particulars.

“The display of the voters’ register is usually one of the major activities on the electoral roadmap. I am not sure if a significant portion of the voters went to their polling stations to confirm their details,” Mr Kaheru said.
The EC recently said they deleted between 300,000 and 500,000 people during the update of the voters register.
More people are expected to be deleted on the recommendation of the selected tribunals.
Election act 2015
Duration. The Presidential Elections Act, 2015, states that: “An aspirant may consult in preparation for his or her nomination as a presidential candidate within 12 months before the nomination date. While consulting under subsection (1), a presidential aspirant may carry out nationwide consultations; prepare his or her manifesto and other campaign materials; raise funds for his or her campaign through lawful means and convene meetings of national delegates.”

Dr. Stella Nyanzi sent back on remand, court on renovation.
The hearing of a cyber harassment case against a Makerere University Researcher Dr. Stella Nyanzi has been adjourned and further remanded to Luzira prison until May 9th 2019.

The case has been adjourned by the presiding magistrate Gladys Kamasanyu on ground that Buganda Road Court premises are undergoing renovation.

Dr Stella Nyanzi is charged with offenses relating to attacking the privacy of President M7 and that of his late mother,Esteri Kokundeka.

Prosecution stated that Dr. Nyanzi with a motive to disturb the peace of President Museveni,posted obscene messages on her official face book page (Stella Nyanzi) while attacking the privacy of the President.

Govt injects shs 2b in Green jobs

The government has provided shs 2b for apprenticeship under the Green Jobs program under the ministry of Gender, Labor and Social Development.

The money is reflected in the ministry’s approved budget proposals for FY 2019/20 and will be rolled out for the year starting July 1, 2019.

The ministry is implementing the Green Jobs program that is aimed at the creation of green and decent jobs, enhancement of labour productivity and reduction of poverty.

According to the line minister Mrs Janat Mukwaya, the program is critical to socio-economic transformation of Uganda.

Mrs Mukwaya however stated that shs 30b is what was requested by the ministry for apprenticeship and that the shs 2b earmarked for the next financial year is inadequate, given the target outputs and demand in the country’s unemployed population.

District officials panic over dress code

t least nine Kayunga District officials are to face disciplinary action over indecent dressing, Daily Monitor has established.
Without giving names, Mr Benson Humphrey Otim, the acting chief administrative officer (CAO), said the affected staff members had defied a recent directive from the his office, asking them to comply with the Uganda Public Service Standing Orders, 2010.

“Last year, I issued an internal memo in which I reminded all staff to comply with the acceptable dress code, but some of them defied this directive. I have written to them to show cause why they should not face disciplinary action,” Mr Otim said during an interview on Tuesday.

In 2017, the Ministry of Public Service issued guidelines banning sleeveless, transparent and tight clothing for non-uniformed officers in Public Service.

The Public Service permanent secretary, Ms Catherine Bitarakwate Musingwiire, said the guidelines were in line with the Public Service Standing Orders, 2010.

According to Uganda Public Service Standing Orders, all civil servants are required to dress decently and in generally acceptable standards in the Ugandan

The orders, however, do not highlight what would constitute decent, smart and reasonable dressing.
In line with the guidelines, all female members of the public service are required to dress in a skirt or dress that does not stop above the knee, with a smart, long or short-sleeved blouse.

All clothing is expected to cover the cleavage, navel and the back while sleeveless and transparent blouses and dresses were banned.
Also banned are tight-fitting dresses and skirts, flat shoes and coloured hair presented in form of natural, braids and hair extensions.
Female employees are also not allowed to have long nails measuring more than three inches, bright and multi-coloured nail polish and chandelier earrings.

Interdiction
Mr Otim said if the officers are found culpable by the district service commission, they will be interdicted.

This has thrown district staff into panic, prompting male civil servants to put on neat trousers and shirts with neck-ties.
On the other hand, their female counterparts are also wearing long dresses or skirts with blouses.
“We have to comply or else you get into trouble,” one civil servants who preferred anonymity, said.

However, other district staff members suggested that government should provide them with allowances to buy the required attires, saying the salary they get are too little to enable them afford to buy suits and nice shirts and trousers.
