What makes a glacier blue?

A glacier appears blue due to a phenomenon called Rayleigh scattering. Light enters the glacier, and other colors on the visible light spectrum get absorbed, but the blue gets refracted out. So the glacier will appear bluer on an overcast day than on a sunny day. Rayleigh's scattering is also the same reason the sky is blue.
