This proverb is not saying that people are bad, but sometimes troubles can come in a form of a person who pushes your buttons, tests your patience and maybe more.⁣
This reminds me of Sartre's famous line "hell is others", which was said in a similar context in his play Huis Clos, where people were imagining that their punishment in hell was going to be burning and beating to end up being locked up with other people, and causing all sorts of pain and heartbreak to each others, in other words: they were the hell/scourage to each others.⁣
