PUBLIC RELATIONS STATEMENT

Clarification on recent misinformation and affirmation of management’s commitment to staff welfare and corporate stability

Date: June 10, 2025

The Public Relations and Corporate Affairs Department of Nile Petroleum Corporation (NILEPET) wishes to address recent misinformation circulating among staff and on various social media platforms regarding a purported “sit-in strike” and claims made by a group alleging to represent NILEPET employees.

It is important to clarify that this group, styling itself as the “NILEPET Workers Trade Union,” is neither a registered legal entity nor a recognized structure within the Corporation. Its formation did not follow the proper procedures outlined in the NILEPET Act, including formal establishment through a general assembly under the supervision of the Ministry of Petroleum and the Ministry of Labour. The actions of this group appear to be politically motivated, aimed at discrediting the Corporation’s leadership and disrupting ongoing reforms.

We acknowledge that the issues raised—specifically concerning health insurance, staff bonuses, clothing allowances, and salary delays—are genuine and longstanding. These challenges have existed since 2022 and were inherited from previous administrations. The situation was further aggravated by the shutdown of the BAPCO pipeline in Block 3 & 7 in February 2024, which had a substantial negative impact on oil production and revenue for both NILEPET and the Government of South Sudan.

In response to these challenges, the current management—under the leadership of the Managing Director, Eng. Ayuel Ngor Ayuel Kagor—has initiated and is actively implementing a comprehensive strategy to restore financial and operational stability across the Corporation. Key actions include:
1. Resumption of BAPCO pipeline operations:
In collaboration with the Ministry of Petroleum and Joint Venture Partners, NILEPET has worked diligently to resume production through the BAPCO pipeline. This is expected to recover significant revenue losses and support overall financial recovery.
2. Conclusion of the Petronas divestment process:
The Managing Director has played a central role in concluding the Petronas divestment process, which had disrupted operations within three Joint Operating Companies (JOCs). The resolution of this matter is essential for restoring stability and enhancing production, directly benefiting national and corporate revenue streams.
3. Rejuvenation of the downstream sector:
NILEPET is revitalizing its downstream operations, which have been dormant for several years. This includes upgrading domestic fuel distribution systems, expanding storage capacity, and advancing refining capabilities. These measures aim to establish a more self-sufficient, efficient, and revenue-generating downstream value chain.
4. Restructuring of NILEPET subsidiaries:
The Corporation inherited subsidiaries that were operating at a loss, with persistent negative cash flow and weak governance. Under current management, these entities are undergoing a strategic transformation, including the realignment of project delivery models, addressing leadership inefficiencies, and redefining objectives in partnership with key stakeholders to ensure financial sustainability and operational viability.

These efforts reflect a deliberate and unwavering commitment to reform, transparency, and the long-term welfare of NILEPET staff. They are also aligned with the Presidential directive establishing the NILEPET Reorganization Committee—an initiative designed to implement structural reforms that will reposition NILEPET as a leading institution in South Sudan’s oil and gas sector, as well as a key player in the East African and Sub-Saharan African regions.

We therefore call upon all staff members to remain focused on their professional duties and to refrain from participating in activities that undermine the Corporation’s integrity or are driven by unauthorized and politically influenced agendas. Constructive engagement through legitimate channels remains the appropriate path for addressing staff concerns.

In conclusion, NILEPET’s Managing Director, Eng. Ayuel Ngor Ayuel Kagor, remains steadfast in his commitment to resolving inherited challenges, improving staff welfare, and securing the Corporation’s future as a vital national asset. Through collective effort and responsible conduct, we will continue to build a stronger, more resilient NILEPET in service to the people of South Sudan.

The Chief of South Sudan People’s Defense Forces, General Paul Nang Majok, has called on the army to uphold its national mandate of protecting the country’s territory, promoting peace and stability, and facilitating the return of displaced communities to their homes.
General Majok announced that individuals who took up arms against the army in the eastern parts of Upper Nile State have been pardoned.

Majok made the remarks during a field visit to Ulang County in Upper Nile State, where he congratulated his soldiers on recent victories in the region.

Several SSPDF officers echoed the need to strengthen the spirit of peace, extend state authority in the area, and work towards restoring normalcy.

The government has agreed to allow Congolese national Makula Kintu to return to the country following pressure and threats from the United States. It remains unclear, however, whether the U.S. government will respond by lifting its current visa restrictions on South Sudanese citizens.
