My name is Richard Ringuyenza Kayumba. I am a Rwandan political leader, born in exile in Uganda into the noble Abanyiginya lineage—descendants of a nation once united in dignity and purpose. My family fled Rwanda in 1959, and I returned in 1994 with a solemn commitment to national healing and democratic transformation. That commitment has never wavered.
In 2004, renewed political persecution forced me once again into exile. Yet from abroad, I continue to lead a principled movement—one that seeks not revenge, but renewal. Our mission is clear: to liberate Rwanda from the grip of authoritarianism, political entitlement, and the dangerous rearming of genocidal remnants and their sympathizers. We stand for justice, unity, and dignity—for every Rwandan.
Through the National People’s Concern (NPC), I call upon all Rwandans—whether at home or in the diaspora—to join a movement that reclaims our nation’s future. We must build a Rwanda where freedom, safety, and justice are not privileges reserved for the few, but rights guaranteed to all. The future of our country depends on the courage of its people to shape institutions that serve every citizen, regardless of ethnicity, background, or status.
🏛️ I. The National Congress (NACO): Democracy Rooted in the People
At the heart of our vision lies the National Congress (NACO)—a citizen-led institution designed to ensure that governance in Rwanda is truly by the people and for the people. NACO is composed of elected representatives from the village level to the national level, including voices from civil society, religious institutions, security forces, political parties, and independent citizens.
NACO is empowered to:
• Vet and approve candidates for key national positions (senators, MPs, judges, ministers, ambassadors, security officials)
• Oversee presidential eligibility and election processes
• Review and amend national policies, international agreements, and public debt
• Hold the President accountable, including the power to prevent re-election if deemed necessary by the people
• Ensure transparency and integrity across all branches of government
🧭 II. Safeguarding Rwanda’s Future: The Three Knots of Protection
To prevent the recurrence of dictatorship, ethnic conflict, mass atrocities, and state looting, we must bind ourselves to three foundational principles—symbolic knots that secure our shared destiny:
1. Inclusive Representation
2. Accountable Leadership
3. Transparent Governance
These are not slogans. They are safeguards—anchored in the lived experience of our people and the lessons of our history.

NPC invites all Rwandans—across generations and geographies—to participate in a comprehensive national dialogue. This is not merely a conversation. It is a movement to reimagine Rwanda’s future through grassroots empowerment and institutional reform.

NPC was founded as a coalition of conscience—an alliance of principled citizens determined to break this cycle of political failure. We reject fear as a tool of governance. We believe in peaceful, democratic transition as the only path to lasting transformation—for individuals, communities, and the nation as a whole.

Mindful of the enduring political dominance of the Rwandan Patriotic Front (RPF) and its implications for the socioeconomic wellbeing of the Rwandan people.
Honouring the memory of Rwanda’s recent and tragic history, and the lives lost to violence and division.

The National People’s Concern (NPC) is a broad-based political coalition committed to restoring freedom, justice, and democratic governance in Rwanda. We unite Rwandans from all walks of life—within the country and abroad—around a shared vision of national renewal.

• Reestablish constitutional democracy
• Return power to the people
• Advocate for inclusive political participation
