Can COP30 Finally Tackle Fossil Fuels

At COP30 in Belém, Brazil, one of the most contentious topics is whether a roadmap to phase out fossil fuels can be formally initiated. The idea is rooted in the 2023 declaration to “transition away from fossil fuels,” but meaningful follow-up has been slow.

About 60 countries reportedly support a voluntary phase-out process, yet at least 40 remain opposed. The summit’s host, Brazil, has facilitated informal discussions but is not pushing fossil fuel phase-out onto the formal agenda. For now, the topic will likely remain in side forums rather than move into official negotiations.

Even without binding commitments, there’s growing pressure to account for energy use and emissions.
