KKDAT: Empowering the Youth to Combat Drugs and Terrorism in the Philippines
The Kabataang Kontra Droga at Terrorismo (KKDAT) is a flagship program of the Philippine government that aims to mobilize the youth in the fight against drugs and terrorism. Launched in 2018, the program is a joint initiative of various government agencies, including the Department of the Interior and Local Government (DILG), the Philippine National Police (PNP), and the Department of Education (DepEd).
At its core, the program is designed to empower young people to become active agents of change in their communities. Through a range of educational, training, and advocacy activities, the program aims to equip the youth with the knowledge, skills, and values they need to resist the lure of drugs and extremism, and to promote a culture of peace, security, and civic engagement.
One of the key benefits of the program is its focus on prevention and early intervention. By engaging the youth at an early age, it seeks to prevent them from becoming involved in drugs and terrorism in the first place. This is achieved through a range of activities, including the provision of information, education, and training on the dangers of drugs and extremism, as well as the promotion of positive values such as responsibility, respect, and compassion.
The program also places a strong emphasis on community involvement. Through the KKDAT program, the government works closely with local stakeholders, including parents, teachers, and community leaders, to identify and address local issues related to drugs and terrorism. This helps to build trust, foster cooperation, and strengthen the overall resilience of communities in the face of these threats.
Another important aspect is its use of technology. The program leverages modern tools and techniques, including social media, mobile apps, and other digital platforms, to improve communication and engagement with the youth. This helps to increase awareness, build support, and promote positive social norms among young people.
Overall, the KKDAT is a powerful example of how the government can work with young people to promote peace, security, and development in the Philippines. By empowering the youth to become active agents of change in their communities, the program is helping to build a safer, more secure, and more prosperous future for all Filipinos.
In conclusion, the KKDAT program is a vital tool for combating drugs and terrorism in the Philippines. Through its focus on prevention, community involvement, and technology, the program is helping to empower young people to resist the lure of these threats, and to promote positive values and behaviors in their communities. As the program continues to expand and evolve, it has the potential to make a significant impact on the future of the Philippines and its youth.
January 20, 2023- "Kabataang Bagani, Bagong Bayani."
This is the theme of the conducted simultaneous Kabataan Kontra Droga at Terorismo (KKDAT) provincial and unit meetings where Sangguniang Kabataan (SK) leaders and Barangay KKDAT officers from Tandag City participated the said event. The KKDAT Federation Officers and the SK Chairpersons took their pledges of commitment to be young warriors (kabataang bagani) to become new heroes (bagong bayani) as it aims to strengthen the bond between the police and the youth in the country's renewed fight against illegal drugs and terrorism.
P/CDT Ramonit Prado RIvera II also shared the important roles of the youth in addressing illegal drugs and terrorism problems of today’s society as the youth are also vulnerable to the reach of drug syndicates and terrorist organizations.

P/CDT Ramonit Prado Rivera II together with (5) other cadet from PNPA MASIDTALAK Class of 2023 were introduced to the PNP Crime Incident Recording System (CIRS) developed by the Directorate of Investigation and Detective Management (DIDM). This was already adopted by all units in treating reports of crime incidents, arrests, and any other events or activities
Technology plays a crucial role in modern police work, enabling law enforcement to improve their effectiveness and efficiency in a number of ways. It has become an integral part of modern police work, and its continued development and integration will likely remain an important area of focus for law enforcement in the years to come. One of the examples of this advancement is the PNP Crime Incident Recording System (CIRS) developed by the Directorate of Investigation and Detective Management (DIDM). This was already adopted by all units in treating reports of crime incidents, arrests, and any other events or activities.
A crime recording incident system is an important tool for law enforcement agencies in the accurate and timely documentation of criminal incidents. Some of the key benefits of a crime recording incident system include:
Accurate documentation: By recording detailed information about criminal incidents, law enforcement agencies can ensure that accurate and comprehensive records are kept. This can be useful in a number of ways, including identifying patterns and trends in criminal activity, tracking offenders, and building strong cases for prosecution.
Resource allocation: By tracking crime data, law enforcement agencies can identify areas of high crime activity and allocate resources accordingly. This can include deploying more officers to high-crime areas or increasing surveillance and patrol in certain neighborhoods.
Transparency and accountability: By having a systematic approach to recording criminal incidents, law enforcement agencies can provide transparency and accountability to the public, which is important for maintaining public trust in the criminal justice system.
Collaboration and information sharing: A crime recording incident system can facilitate information sharing and collaboration between different law enforcement agencies, as well as with other stakeholders such as community groups and local businesses.
Overall, the crime recording incident system sets a standard procedure by which all crimes are reported to the police stations and stored electronically in a database. It is capable of filtering non crime data from the system, thereby accounting for more accurate crime statistics. The system promotes consistency in the recording of crime incidents and provides easy access to crime data nationwide. These crime data will be the working basis for policies and programs on various anti-criminality measures.

“Just do what is right, and you will never go wrong”
- PBGEN PABLO GACAYAN LABRA II
PCDT RAMONIT PRADO RIVERA II together with (6) other cadets of PNPA MASIDTALAK CLASS OF 2023 rendered courtesy call to PBGEN PABLO G LABRA II, Regional Director, Police Regional Office 13. The cadets were also given the chance to have a short talk with the BFP Caraga Regional Director, CSUPT FRED L TRAJERAS JR and PCOL RODERICK D MARIANO, Acting Deputy Regional Director for Administration.
The statement from the region's top cop simply means that if you always make decisions and act in accordance with your moral principles and values, you are unlikely to make a mistake or regret your actions in the future. By doing what is right, you uphold your integrity, build trust with others, and make a positive impact in the world. However, it is important to note that what is considered "right" can be subjective and depend on individual beliefs, cultural norms, and situational factors. It is also important to consider the potential consequences of our actions and decisions and to seek advice and guidance when facing difficult ethical dilemmas. Ultimately, doing what is right requires us to constantly reflect on our values, learn from our experiences, and strive to make ethical and responsible choices.
As a future law enforcer, doing the right thing involves upholding the law, protecting the public, and treating everyone with respect and dignity. I have to enforce the law and ensure that justice is served. This means I must act following the law and not use my position to abuse my power or engage in unethical behavior. Additionally protecting the public and maintaining public safety is also one of my concerns. Responding to emergencies, preventing and detecting crime, and working collaboratively with other agencies and stakeholders to ensure community safety. Law enforcement officers must also respect the rights of individuals, regardless of their race, gender, religion, or other characteristics. This includes treating all individuals fairly and impartially and avoiding discrimination or bias. I am also expected to maintain a high level of professionalism in my conduct and demeanor, demonstrating integrity, honesty, and accountability in my actions, and avoiding any behavior that could undermine public trust in law enforcement.
In summary, PBGEN PABLO GACAYAN LABRA II emphasized to us that we must maintain in living the values being taught in the academy and not to give up in times of obstacles that might try to undermine our confidence in work and organization. Instead, he urged us to keep doing what is right, uphold the law, protect the public, respect individual rights, and maintain professionalism at all times in order to defend the nation and serve the Filipino people.
PBGEN PABLO GACAYAN LABRA II is a proud member of PNPA TAGAPAGLUNSAD CLASS of 1993 and graduated Top 3 in their class while CSUPT FRED L TRAJERAS JR and PCOL RODERICK D MARIANO are both members of PNPA PATNUBAY CLASS OF 1995
